Australia is currently experiencing extreme labour shortages with the lowest unemployment rate in 50 years. According to a recent report in the AFR nearly 1 in 3 businesses is struggling to hire, citing lack of applications and inexperience of applicants.

And yet many demographic groups still struggle to gain employment.  Unemployment rates for people with a disability for example are double the national average.  Another group who struggle to find work are refugees.   Whilst the government funds settlement services support including language lessons and job seeking services, refugees often struggle to get employment in their new host countries for years, (including Australia), as they encounter the “canvas ceiling” of: 1) language barriers, 2) lack of a local network, 3) lack of local experience. 

There is obviously a disconnect here between those willing to work, and those seeking workers.
